The Emergency Assistance Fund is available to provide residents served by LifeSTEPS with opportunities to enrichen their quality of life. The program is designed to give residents an opportunity to overcome challenges, walk the road to sustainability and self-sufficiency, and experience transformational change. Emergency Assistance Fund housing stabilization dollars coupled with LifeSTEPS’ financial education and case management services make this a highly effective program to catch people before they fall into debt and face potential eviction. With increased financial literacy, residents are in a better position to break the cycle of living paycheck to paycheck.

Emergency Assistance Fund
California’s economy is suffering due to a severe labor shortage, yet many of LifeSTEPS’ immigrant individuals and families have work permits but not legal status. Often, their children who are U.S. citizens, are educated and taught the core work values that make this country great. Immigrant families want the democracy, equality and rights of the American Dream, and the opportunity to prosper and succeed in this country. We have viable residents with work permits who want to thrive, knowing that hard work provides financial and social stability for families and children.
LifeSTEPS’ Immigration Assistance Fund helps our residents reach their full potential by establishing and maintaining financial stability. We do this by providing assistance with fees related to the U.S. citizenship application and renewals processes including Deferred Action for Childhood Arrivals (DACA); coordinating legal assistance; helping our residents access and complete permanent residence applications; promoting access to citizenship classes; and assisting with securing and renewing work permits. Additionally, the Fund provides our immigrant residents with emergency assistance for food, transportation, rent, utility bills and medical appointments.
LifeSTEPS is committed to fostering inclusion and equity for all residents. Assisting residents with the citizenship process allows them to become full participants in the workplace, their communities and our economy. According to the U.S. Census Bureau, one in six workers is an immigrant (approximately 17 percent of the U.S. labor force). Given the current labor shortage in California and across the country, immigrants are critical to boosting our workforce.

Immigration Assistance Fund
Partnership for HOPE Fund
The Partnership for HOPE was established in 2011 via a partnership between LifeSTEPS and AMCAL Multi-Housing. The HOPE Fund provides financial assistance to residents of AMCAL communities so that they can establish self-sufficiency, break the cycle of poverty, and forge a hope for the future. The priorities of the Partnership for HOPE are:
- Higher education scholarships for deserving individuals
- Fortify housing stability by providing safety net services during financial crises
- Provide youth with opportunities to develop leadership skills through education & special projects
- Empower adults to lead more sustainable lives by improving their employability

Partnership for HOPE Fund
Established in 2011, the J.B. Brown Fund is a partnership between LifeSTEPS and USA Properties Fund, Inc. that empowers residents of USA Properties Fund communities to create self-sufficiency and lead a better quality of life. Together, we’ve raised over $1.5 million, with every dollar going to help individuals, families and seniors in need.
The priorities for the J.B. Brown Fund are:
- To provide residents financial assistance and education to help them remain in their homes during a crisis, with an emphasis on housing stabilization.
- To provide essential client assistance with a focus on supporting mental health, particularly for older adult residents.
- To provide youth sports scholarships to help residents learn the values and skills only sports can teach.
- To provide scholarships so that residents can improve their lives by attending an accredited university, vocational, or trade school.
In addition, starting in 2022, a portion of each donation to the JB Brown Fund will be allocated towards advocacy for sustainable services to help low-income seniors age in place at home regardless of age, finances, or ability.
In 2016, LifeSTEPS and USA Properties Fund collaborated on a pilot program to help low-income seniors age in place by providing a Registered Nurse at several USA Properties Fund affordable communities. This allowed residents to access needed healthcare services at low cost, steps away from their door.
While the pilot RN program earned an award from HUD for its innovation, it was ultimately unsustainable due to the lack of a stable funding source. The JB Brown Fund remains committed to fostering sustainable advocacy to address challenges which prevent older adults from aging in the comfort of their home and communities.

J.B. Brown Fund
Patrick R. Sabelhaus was a dedicated legal practitioner based in the Sacramento area, specializing in state and federal low-income housing tax credit law, tax-exempt bond financing, real property law, and syndication. His extensive expertise served both for-profit and nonprofit organizations alike, making a profound impact on the lives of many.
Mr. Sabelhaus’ contributions were truly exceptional. In 1987, he secured one of the first low-income housing tax credit allocations in California, setting the stage for his illustrious career. His dedication led him to represent approximately 375 Tax Credit projects involved in the development of 25,000 low-income housing units across California, Nevada, and New Mexico, a living testament to the impact of his efforts.
Let us remember him as not only a pioneer in affordable housing but as a visionary whose passion ignited change, inspiring a community to follow in his footsteps. LifeSTEPS is honored to be one of the conduits to continue his legacy through the Patrick R. Sabelhaus fund. Through this memorial fund, we will keep celebrating the extraordinary life he lived and the transformative impact he is going to keep having on the communities he served.
The priority for the Patrick R. Sabelhaus Fund is to provide scholarships so that residents who live in affordable housing communities can improve their lives by attending an accredited university, vocational, or trade school. LifeSTEPS will allocate 100% of the funds (0% to administration) directly to the selected colleges, vocational and trade schools.
